PURPOSE OF THE JOB
1. As a member of the ICT Delivery Team you will be responsible for the successful delivery of the business objectives that contribute to the achievement of the Mayor’s priorities and the Council’s corporate objectives.
2. Provide effective management that will contribute to the continuous improvement of the Council.
3. Actively contribute to Council-wide and directorate initiatives that will achieve and implement the Mayor’s priorities and corporate objectives and meet the user needs of Hackney’s citizens and businesses.
4. Ensure delivery of a high quality user experience, including fit for purpose systems, and high standards of access, availability, usability, usefulness and excellent standards of service.
5. Support the planning and allocation of resources within the ICT Delivery team.
6. Inspire creativity and flexibility in the management and application of IT.
SERVICE SPECIFIC
ACCOUNTABILITIES
1. Take full responsibility for the delivery of projects, engaging and coaching agile skills to stakeholders and actively participating in all phases of the project.
2. Effectively forecast and deliver projects within defined costs and timescales against an agreed statement of works.
3. Prepare and maintain product roadmaps, tracking and forecasting within project timeboxes. Provide regular communication to stakeholders and senior management through Show and Tells, Week Notes and Reports to boards.
4. Take responsibility for the publishing of new products and services, takin and engagement activities) and any business activities required to integrate new products and services into production with support.
5. Monitor outcomes against what was predicted in the business case, and ensure that all participants are informed and involved throughout the change and fully prepared to exploit the new operational business environment once it is in place.
6. Allocate responsibilities and assign packages of work to project team members, ensuring that work packages are aligned with the particular skills and abilities of the individuals.
7. Manage the rhythms and rituals of a multidisciplinary design team, helping the team collaborate, communicate and learn throughout delivery.
8. Supervise and mentor the ICT Delivery Support Officers and ICT Delivery Apprentices.
9. Monitor and account for expenditure and make early identification of where costs may exceed planned budget and provide timely reports, ensuring that all financial targets can be met.
10. Ensure the security of information and information systems by encouraging and enforcing adherence to IT policies that ensure availability, integrity, authentication and confidentiality.
11. Identify risks, coordinate risk assessment, manage agreed actions and monitor the status of risks on an ongoing basis. PO7
12. Support the Lead ICT Delivery Manager with procurements, managing cross-functional teams and engaging specialist advice (e.g. procurement and finance) as required, considering both technical and commercial options and ensuring that potential suppliers are approved in accordance with organisation’s procedures.
13. Oversee and measure the fulfilment of contractual obligations.
