To provide event project management and event support for a wide range of community and stakeholder events. This includes infrastructure and content, as well as health and safety advice and in particular COVID related risk assessment.
Duties:
1. To provide project management and support to events either directly managed by the Council or provided via third party supplier.
2. To provide professional standards of crowd safety management planning for all council events including the design and development of safe venue layout. The auditing and assessment of potential crowd management issues and the development of mitigation actions and contingency plans to deal with those issues.
3. Too provide infrastructure, as agreed on individual event projects, including the procuring marquees, stages, lighting, toilets, barriers, generators and other associated equipment as may be necessary
4. To liaise with such public, private and public landowners and borough agencies as necessary for the successful completion of event projects. Including (but not exhaustively) police, health authority, traffic management, licensing (event, trading standards) environmental health, borough wardens, parking, waste management.
5. To provide and/or review all necessary management documents related to the proper management of event projects to a standard set by the department. This includes and event plans, including risk logs, site plans, power plans, route and traffic management plans.
6. To procure services in accordance with the duties of the post using Council procedures.
7. To be responsible for the management of commercial contracts relating to providers including stallholders and concessions.
8. To be responsible for content development for outdoor events liaising with key partners; activity and attraction providers; public sector providers; voluntary organisation input, display providers; and entertainment (stage and street).
9. To provide all necessary security arrangements for the safe operation of events including the specification and recruitment of private security companies; adequate radio communications, control room design and other arrangement, and specialist staff like First Aid and Lost Children.
10. To work with senior personnel in the police and emergency services, security contractors and other service providers. To work with members and other senior Council officers on events related work.
11. To provide on the day event management of all aspects of safety, the management, stewarding and other support services and the setting up and management of event control systems
12. To be responsible for the rig and derig of events and supervise contractors on site to ensure they are complying with site conditions and contract terms. To supervise third party events organisers who hold events on land controlled by the events team. To ensure that they adhere to site conditions and comply with safety requirements agreed.
13. To plan events with due regard to HSE Guidelines and regulations on Health and Safety Management.
14. To develop event site guidance and management arrangements for other users using sites under the control of DCSM
15. To be responsible for spending within project budget guidelines
