Designation: Deputy Head of Street Services
Purpose of job
To be responsible to the Head of Street Services for the management of a large group of staff providing Service Development, Financial & Contract Management and Administrative Support to the refuse collection, trade refuse, waste recycling, gully cleansing, street cleansing, waste disposal and enviro-crime services. Planning, co-ordination and management of office staff across a range of different activities. To ensure seamless service provision and integration with Head of Fleet and Waste Strategy

Main duties
- To have overall control and responsibility for teams of employees within the Service Development, Financial & Contract Management and Administrative Support Groups, as well as provide direction and support to the Enviro-Crime Section.
- To be responsible for the effective utilisation and deployment of resources to achieve optimal and profitable service delivery. To ensure a high standard of service delivery and the provision of adequate management information to facilitate the monitoring of performance.
- To manage and give directions to the Service Development, Financial & Contract Management and Administrative teams providing support services to Waste and Street Cleansing operations.
- To undertake budget planning and monitoring, including identifying variations from budget and implementing corrective action. To ensure Financial Regulations and Standing Orders are rigorously and consistently applied in order to comply with statutory and audit requirements.
- To prepare short, medium and long term service and business plans to reflect the future operating strategy and to ensure that necessary planning, operational and financial arrangements are implemented to secure an efficient and effective Group.
- To be responsible for the development of control and monitoring systems that accurately track collection and disposal routes for the Council’s municipal waste stream. To ensure that all necessary statutory returns are completed accurately via WasteDataFlow and are supplied on the appropriate timeframe.
- To explore and exploit further opportunities for the development of new local waste processing facilities and produce enhancements to existing facilities by :-
- seeking and obtaining any necessary Planning Permissions
- establishing partnering arrangements
- securing external investment funding
- To establish and maintain effective working relationships with DEFRA, GLA and Environment Agency, including providing the Council perspective on proposed changes in legislative or WDA responsibilities. To input into the debate surrounding the establishment of a single waste authority for London.
- To initiate and develop new working methods and services to ensure that the organisation is competitive, efficient and effective. To be responsible for the review and formulation of policy and strategy in relation to the work under the postholders control, and to be responsible for its effective implementation.
- Within the overall context of Best Value, to undertake reviews of Group activity to achieve a delivery approach that produces a range of efficient, quality services reflective of customer preferences and expectations. As required, to organise the letting of contracts in relation to elements of service provision.
- To develop and maintain effective links with Strategic Planning on waste management issues. To advise developers on minimum requirements regarding waste storage and handling, and ensure that Planning consents and contracts are only awarded once waste management requirements are appropriately incorporated.
- To monitor the financial performance of the Group and provide the Head of Street Services with regular reports and statistical data on all aspects of the Support Services and Enviro-Crime performance.
- To initiate and develop new working methods and services to ensure that the organisation is competitive, efficient and effective. To be responsible for the review and formulation of policy and strategy in relation to the work under the postholders control, and to be responsible for its effective implementation.
- Within the overall context of Best Value, to undertake reviews of Group activity to achieve a delivery approach that produces a range of efficient, quality services reflective of customer preferences and expectations. As required, to organise the letting of contracts in relation to elements of service provision.
- To actively contribute and play a senior role in the Councils strategy to establish cleaner and safer neighbourhoods. To develop effective links with other Council groups impacting the local environments and develop new joint processes and practices aimed at delivering improvements.
- To prepare reports for the Assistant Director (Environment & Customer Access). To represent the Directorate within the Council’s decision-making structure and processes, and provide information and advice to elected Members on the performance of activities under the postholder’s control. To ensure the Group is appropriately represented at all meetings (involving customers, client groupings, service commissioners, service providers, Members, and intra-authority bodies etc) and provide appropriate information to these and other bodies, as appropriate. To represent the Authority at SELCHP Board Meetings.
- To recruit, motivate, and develop staff and ensure that there is effective communication. To be responsible for the review, development and delivery of training to ensure a high standard of competence within the service.
- To be responsible for the application of the Council's Disciplinary Code in respect of all personnel supervised. To monitor sickness and absence levels and instigate corrective action and maintain appropriate records.
- To ensure the optimal use of information and communications technology within the parameters of the Council's IT and communications strategies. To ensure all software used integrates fully with other relevant Council IT suites
20. To undertake ad hoc projects and any other work appropriate to the level and general nature of the duties of the post.
21. To carry out all duties with due regard to the provisions of health and safety regulations and legislation, Data Protection legislation, the Council's equal opportunities and customer care policies, and the New Technology agreement.
